Three IFF-Sponsored Projects Awarded Grant Funding Through FHLBank Chicago’s Affordable Housing Program November 19, 2025

Composed of 11 regional banks, the Federal Home Loan Bank (FHLBank) system provides its member institutions with a reliable, low-cost source of liquidity to support housing finance and community investment across the country. That capital comes in the form of “advances” that function as flexible loans, and through the Affordable Housing Program (AHP), which enables member institutions to apply for grants annually that are passed through to affordable housing developers to subsidize the cost of their projects.   

The size of AHP grant awards varies across the FHLBank regions, with the subsidy helping to bridge gaps in complex capital stacks that are constructed to ensure that housing projects can be completed while maintaining affordable rent levels for residents. This gap funding is especially important because not all projects have the capacity to take on permanent debt due to the way the project cash flows.  

For smaller, nonprofit developers, in particular, AHP funds offer an attractive solution to fill budget gaps and enable projects to proceed that might not otherwise be possible. So, too, is AHP a valuable resource when tax credits are being used to finance the development of affordable housing, which places additional pressure on developers to close financing on projects within set timeframes to avoid losing the tax credits.   

IFF has taken full advantage of AHP since becoming a member of FHLBank Chicago in 2010, sponsoring 65 grant applications that have resulted in more than $42.9 million in funding for developers in the Midwest. Combined, the projects supported with IFF-sponsored AHP funds have created or preserved nearly 3,000 affordable housing units—helping to reduce the gap between the supply of affordable housing and existing demand in the Midwest.    

In the most recent AHP grant cycle, three housing projects sponsored by IFF received subsidies totaling $4.4 million. Collectively, the projects will create or preserve 120 affordable apartments for residents in Aurora, IL, and River Falls, WI. IFF’s Real Estate Solutions team also supported an application that will provide St. Leonard’s Ministries with $2.6 million of AHP subsidy for the nonprofit’s upgrades to its shelter facilities to create healthier, safer, less congregate, and more accessible facilities equipped to serve a wide range of clients experiencing homelessness.
